CA-1 vs CA-2: Which OWCP Form Do You Need?

One of the most common questions federal employees ask after a work injury is whether to file CA-1 or CA-2. Filing the wrong form does not automatically kill your claim, but it can slow it down. Here is how to tell which one you need.

The Simple Rule

If you can point to a specific date and a specific event that caused your injury, file CA-1. If your condition developed gradually from doing your job over time, file CA-2.

CA-1 = one incident, one date. CA-2 = repeated exposure, no single event.

CA-1 Examples (Traumatic Injury)

  • You slipped on ice outside the post office on January 15 and broke your wrist
  • You lifted a 70-pound package on March 3 and felt your back pop
  • A cart rolled into your leg on February 20 in the mail sorting facility
  • You tripped on a curb during your delivery route on April 10 and twisted your ankle
  • A TSA conveyor belt jammed and caught your hand on May 5

Key detail: you can name the exact date, time, and what happened. That is CA-1.

CA-2 Examples (Occupational Disease)

  • Your wrists have been getting progressively numb and tingly after 12 years of sorting mail
  • Your lower back pain has worsened over the past 3 years from carrying heavy parcels on your route
  • Your knees hurt constantly after 18 years of walking 12 miles per day as a letter carrier
  • You have developed hearing loss from 20 years of working near sorting machines
  • Your shoulders ache from 10 years of casing mail overhead

Key detail: there is no single event. The condition built up from your job duties over time. That is CA-2.

What If Both Apply?

Sometimes a specific incident makes a pre-existing occupational condition worse. For example, you have been developing knee problems from years of carrier routes (CA-2 territory), and then you trip and fall on your route one day, making the knee significantly worse (CA-1 territory).

In these cases, you may need to file both forms. Your OWCP credentialed doctor can advise you on the best approach. We see this regularly and know how to document both the acute injury and the underlying occupational condition.

Does Filing the Wrong Form Ruin My Claim?

No. OWCP can convert a CA-1 to a CA-2 or vice versa during processing if they determine the other form was more appropriate. But it adds time and confusion to your case. Getting it right the first time keeps your claim moving.

Frequently Asked Questions

I filed CA-1 but my injury is really from repeated activity. Is my claim ruined?

No. OWCP can reclassify the claim, or you can file a CA-2 separately. Contact us and we will help you sort it out so nothing gets delayed.

Can I file both CA-1 and CA-2 at the same time?

+

Yes, if you have both a specific traumatic event and an underlying occupational condition. Each form creates a separate claim. We can help you document both correctly.
